Ms. Keegan is a graduate of both environmental science and environmental engineering. She is a licensed engineer in Florida. Ms. Keegan began her engineering career in 1983. Since then she has gained significant experience in all areas of environmental engineering. Ms. Keegan has authored many technical reports and site designs. She is the principal in Keegan Consulting Services.

In addition to her professional experience in the engineering field, Ms. Keegan is a former teaching assistant. She taught classes including botany labs while completing her PhD at the University of Maryland Eastern Shore. She has also been a guest speaker at over several seminars and short courses.
