Course Outline
USEPA Spill Prevention Control and Countermeasure (SPCC) rules have been evolving and engineers must keep track of these changes to prepare effective and concise SPCC plans for applicable onshore facilities with oil storage above applicable thresholds. In particular, December 2008, USEPA published amendments to the SPCC in order to provide increased clarity, to tailor requirements to particular industry sectors, and to streamline certain requirements for those facility owners or operators subject to the rule, which should result in greater protection to human health and the environment. This three hour course will prepare engineers with an overview of the December 2008 amendments to the SPCC rule.

Course
Introduction
The improper storage and handling of oil can be disastrous to the environment. It is thus important for onshore oil storage facilities to have properly designed oil storage facilities, conduct regular inspections and testing of oil storage containers, train employees, and have a plan to respond to releases. Licensed professional engineers must be aware of the Spill Prevention, Control and Countermeasure regulations that apply to onshore oil storage facilities to help prevent oil discharges from reaching navigable waters or adjoining shorelines. This course is intended to provide the attendee with the background and information to understand the requirements of the December 2008 SPCC revisions. Through this online course, licensed professionals, consulting engineers and EHS professionals can learn about USEPA’s container exemptions, how the new rule streamlined certain requirements and added additional flexibility for all regulated facilities, and revised requirements for certain industry sectors.

Course Summary
Oil can impair the waters of the United States when releases through improper storage or handling reach the storm sewer, rivers, wetlands, lakes, etc. To protect the waters of the United States, licensed professional engineers must fully understand the EPA SPCC requirements and provisions contained in the December 2008 SPCC rule revisions. In the recently promulgated SPCC rule revision USEPA intended to add clarity, tailor requirements to particular industry sectors, and streamline certain requirements while maintaining protection of human health and the environment associated with oil storage. This course will prepare engineers to be familiar with the revisions to the SPCC requirements.
