The Proper Use of North Carolina Professional Seals

Randall W. Whitesides, P.E.

The sealing, signing, and certification of professional documents in North Carolina is far more complex than it may initially appear. While the application of a seal is often viewed as a routine administrative step, it is in fact a formal legal declaration of professional responsibility governed by statutes, administrative rules, and Board interpretations that vary by profession and continue to evolve.

Licensed professionals must navigate differences in acceptable seal formats, digital versus physical certification methods, qualifying statements, document status (preliminary versus final), and profession-specific limitations. Practice overlap among architecture, engineering, surveying, landscape architecture, interior design, geology, and soil science further complicates the determination of who may certify what—and under what conditions. Missteps most often occur not from intent, but from misunderstanding these distinctions.

This course assembles and explains the applicable North Carolina laws, administrative codes, and current regulatory guidance governing professional seal use. Special emphasis is placed on digital sealing, electronic signatures, document transmission, revision control, and enforcement trends, reflecting modern professional practice.

This course includes a multiple-choice quiz at the end, which is designed to enhance the understanding of the course materials.
