The Proper Use of Texas Professional Seals

Randall W. Whitesides, PE

The sealing and certification of technical documents is a fundamental professional responsibility—but one that is frequently misunderstood and, increasingly, complicated by modern practice. Digital workflows, electronic signatures, document reuse, and multi-disciplinary collaboration have introduced new risks alongside long-standing regulatory requirements. Texas licensing boards continue to take enforcement action against professionals who improperly seal documents, certify work outside their responsible charge, misuse digital seals, or fail to control preliminary, revised, or superseded documents. Many violations occur not through intentional misconduct, but through misunderstanding of how sealing requirements apply across professions, document types, and delivery methods. This course provides a comprehensive, current examination of Texas laws, rules, and professional expectations governing the proper use of seals, signatures, and certifications. Emphasis is placed on real-world practice conditions, including electronic document transmission, document lifecycle control, exemptions and their limitations, and areas of professional overlap.

This course includes a multiple-choice quiz at the end, which is designed to enhance the understanding of the course materials.
